What does it mean for a game to have english subtitles?

What does it mean when a game has english subtitles? Does this mean only the cut scenes can have english subtitles or that the menus will be in english too?

Depends, what game is it?
My collection doesn't include my Steam or PSN games, just physical games.

It REALLY depends on the game. Games on modern home consoles usually have to have multiple languages on the disc - in text, at the very least. A majority of them have closed captioning (subtitles) in various languages, as well. If the menu choices aren't translated, at the least their descriptions will be. This doesn't always apply to indie developed games.
