They're not free. Both games have been added to the PlayStation Store for any user to purchase for $9.99 alongside being a PlayStation Plus Premium subscription tier offering.

Wondering if this has to do with my buying these on PSN back in the PS3 days?

It does. It's already been confirmed that if a user has purchased these items when previously available on the storefront at any point of time on any platform, then they remain available to download and not required to re-purchase as they're still tied to the account.
