(gex, castlevania, anthing legions/x and ys excluded) I am looking for 2D games with voice acting, preference bad voice acting, on consoles. These can be any genre or have cutscenes what not. I am targeting 3rd to 5th gen consoles. So those 3 gens.

A lot of 16-bit fighting games had voice overs. To name a few: Mortal Kombat, Street Fighter, Samurai Showdown. Donkey Kong Country, if would want to found the 2 or 3 ape sounding vocalizations. Altered Beast. If you want to include arcade you got speech synths with games like Q*bert and FMV games like Dragon's Lair. As far as dialog heavy games I can't really think of any off the top of my head. I'm sure there was a lot on early PS1 games but that's out of my field of knowledge.

Mega Man 8
is one of the more prominent offenders in this area. Dr. Wily was turned into an illiterate Elmer Fudd.
If you need others, the Turbo Grafx CD games will give you all the fodder you need.
Valis II
Cosmic Fantasy 2
Atelier Iris
has some bizarre voice acting too. BARREL!
