I have a copy of Dragon Quest XI with a PEGI rating instead of an ESRB rating. Is it OK to put in my PS4?

PEGI is a european rating system, so your game copy is propably european.
It wont destroy your console to put it in, worst thing that can happen is your PS not being able to read the disc ... 8)

Should work fine, PS4 is region free.

It only becomes a problem when there is DLC for the game, as the disc won't be compatible with the DLC from the other regions store - I had this issue with Drakengard 3 on PS3. But Dragon Quest XI should be fine!
Also, you can still get the games updates which download automatically like a normal gamefrom your region!

PS4 is region free so you can play a european, japanese game just fine.
