I don't remember it having an E rating since that came out after 1998. I bought a sealed copy of f-zero for SNES for $12 bucks and it had an E rating. Isn't it supposed to be the K-A rating? This second release was published by Disney Interactive, not Capcom, and it came out in 1998 according to the back cover. K-A was discontinued in favor of E in early 1998 according to Wikipedia.

And this one? I'm not sure about buying sealed games that cheap. I bought 3 last week from different sellers and all of the games were fake.
