The only game I own on Wonderswan thats doesn't require much of any japanese reading is "Flash Koibito-Kun" Its a simple game where you have to send hearts to a girl and you control a ninja who makes sure they don't fall off track. Only japanese reading is in cut scenes.

I can only speak from experience so here is my collection.
Gunpey http://vgcollect.com/item/18713 (http://vgcollect.com/item/18713) : Simple puzzle game, original pack-in for B&W WonderSwan. I don't care much for it.
XI [sai] Little http://vgcollect.com/item/28117 (http://vgcollect.com/item/28117) : WonderSwan color version of Devil Dice http://vgcollect.com/item/6436 (http://vgcollect.com/item/6436) / Bombastic http://vgcollect.com/item/1237 (http://vgcollect.com/item/1237)
Kaze no Klonoa: Moonlight Museum http://vgcollect.com/item/18458 (http://vgcollect.com/item/18458) : My favorite WonderSwan game and the sole reason I got one. 2D Klonoa game in the vein of the later GameBoy Advance games http://vgcollect.com/item/3061 (http://vgcollect.com/item/3061) & http://vgcollect.com/item/3060 (http://vgcollect.com/item/3060)
The only Japanese might be on the menus but it is easy to figure out and proceed.

BeatMania (http://vgcollect.com/item/18805 (http://vgcollect.com/item/18805)) is completely in English. Gameplay can be tricky and the sound quality isn't great but it's fun to play for a short while.
Digital Monster Ver. Wonderswan (http://vgcollect.com/item/46966 (http://vgcollect.com/item/46966)) is mostly in English. It plays kind of like a Tamagotchi, where you can raise your Digimon and play with them.
Both are B&W. I'm sure there are more, but those are the only ones I own.

Worth noting that Digimon Anode / Cathode Tamer actually saw release in English language. Awful and not fun at all in my opinion, but maybe would be better for someone who enjoys Digimon.
There are quite a few nice games for the WS/C. That list from atariage is a great place to start.

Dicing Knight and Judgement Silversword are by far the best games on the system in my opinion if you can afford them.
