Title: Ratings on the 3DS Shop

So, I'm looking to buy some games from the Nintendo 3DS eshop, and I notice that out of 100 available titles, only 2 are rated below 4 stars, and none are rated 3 stars or below.  What's the deal?  I know there are some stinkers on there.

same with Wii U eShop. Not sure why.
