Title: PS1 PAL games - Are they made for separate regions?

Hey guys, so recently I've been digging through eBay to find certain PS1 titles and I found that alot come from France and Germany. A quick glance at the cover art and it looks the same as an Australian or British copy as it has the same classifications and separate language descriptions on the back cover as alot of old PS1 games had.
So my question is, is it still the same game as the normal British/European version? Granted it has language selections to German and French.

The game is the same.

Weird that people think UK isnt European do. And Australie use to have the same games as Europe. But now the have their own classifications on the front.
