So I'm looking at a Dreamcast on eBay and it says that it's a PAL region console despite having an orange swirl. Could this be true or not? Thanks

I think his pulling your leg.
NTSC=Orange Swirl Exclusive
PAL=Blue Swirl Exclusive
Unless he can prove it with something in the hardware or something. I wouldn't take the chance.

Blue = PAL
Red = NTSC-U
Orange = NTSC-J

unfortunately its not a very good vid as it does not show the systems playing, but the clear plastic triangle of the ebay listing as showed in the video matches up.
