I honestly can't think of an example of a flash game that is pay to play. Even games from places like PopCap download when you buy the full version, yes?

Look. Is the game running on a native Windows executable? Yes it is, therefore it's a Windows game. Yes, I know the game uses Flash. So did VVVVVV, Trauma, and Codename: Gordon. They ran inside a self-contained Windows executable therefore they are Windows games.
I don't know if we'll catalog browser based games. That's not up to me to decide.

I really don't see why we'd track browser based flash games. But if it's as foxhack says, then it's a Windows PC game and would go in one of the PC gaming sections.
