sorry I have done two edits to this game. Publisher "Atari Corp." is correct, but additional text information could be wrong.
This game is the 1987 release (Made in China)
While i have a 1986 release. (Made in Taiwan)
Both are Atari Corp. while the https://www.vgcollect.com/item/65499 is Atari Inc.
I will add another entry for 1986 release

entry is odd. The Front cover picture is from the manual not from the front cover. I have this game with a different EAN (5029988004041). According to my search the EAN currently provided was a sticker on the outside case above printed EAN on the back cover - otherwise it is the same release but the information is sparse.

It is complicated. Unimex (Brand of Unicom Consumer Electronics GmbH) imported PAL Atari games directly from Atari Inc (US). Added a german manual, gave them geman alternative names and distributed them. They started importing in 1980. Thus it is very likely all boxed version of the earlier games exists. This one has a (C) 1981 on the back and geman manual lists all games sold in June 1981. Thus this combination of box and manual and game was sold from June 1981. In March 1980 Atari founded a german subsidary. But afaik they took over distribution of games some time in 1981 but sold stock of Unimex. All Unimex distributed games can't be relased before 1980 and not after 1981. There are conflicting information if they sold games in the EU or only germany.

thank added new entry. Even through mixing up PAL and NTSC for 7800 shouldn't be that easy. Most NTSC 7800 games don't work on PAL systems.

the PAL release don't have the "NEW"-Badge on the front. Also the "Printed in"-Line on the back differs. Afaik this is the NTSC image taken from this entry: https://vgcollect.com/item/17529
I can provide provide pictures of the PAL release. The Cartridge image is ok even if likely also copied from the NTSC release. PAL has a "P" sticker on the back. The front is afaik identical.

Sorry i also added a edit for the NTSC game which should be done to the PAL version. I got confused by the identical images... Sorry :(

Why should it be NA? Can you please elaborate more detail why it should be NA. Please have a look at the provided link - the second table has a nice overview of all variants over time. The Games has clearly the pre 2003 USK 0 label on the back cover. Your posted link links to a page which basically says the same. I don't get it.

this is not a german only copy. Yes there was a USK sticker added to this case, but this is a EU+UK release. There are two releases: the more uncommon Wipeout in a double cd jewel case (with just one cd...) but two manuals. and (imho) more common bread and butter package with a single manual in a typical PS1 PAL jewel case.

If there is a version of this released without the USK label that is missing from the DB you can add it.

To which extend those entries should be created - if the sticker was applied by the publisher, by the distributor or by the shops itself? Even if the content itself is otherwise unchanged? If boxes have other promotion stickers - do this qualify for an additional entry?  Like this green one about a soundtrack here: https://vgcollect.com/item/241257 or "Game of the year"-stickers applied on already sold boxes. Same question for stickers like "Distributed by <company>" (even through distributors are not tracked in the database)
