Interactive Figure Starter Packs; Corresponding Console or figures?

Should the Starter Packs for Skylanders, Disney Infinity, or Lego Dimensions be classified under the console of the game or under Interactive Figures?
I ask because the listing for Disney Infinity 3.0 (PS4 NA) http://vgcollect.com/item/88648 got changed to Interactive Figures.
There are a few game only listings for the Interactive Figures games such as this one for Skylanders: Swap Force http://vgcollect.com/item/57517
Should each starter pack have a separate listing for the individual game?

If the game is included in the bundle then it should be under the system the game is for, if the bundle is just figures, it should be under Interactive Figures.

UGH...when I submitted that, it was under the PS4 (NA) as it is the game + figures, not just exclusively figures. I'm rather dumbfounded that someone felt the need to submit an edit to change it to the incorrect category and even more stymied that it got approved. 

Just did a search of "Disney Infinity 3.0" and it's the only version of the game to show up being moved to Interactive Figures. As it were, I just submitted an edit to move it back to PS4 (NA). 

I believe aliensstudios explained it correctly on how it ought to be. 

One of these days I'll stop getting sidetracked and get back to fleshing out the Interactive Figures (NA) section again. I've got a decent sized list of UPC/barcodes I need to double check to make sure they're listed.

That was my initial thought. The figures are more accessories to the game like a manual would be. More my thought was to cover all bases, having separate listings for the games alone in the circumstance that the game was purchased solo.
