Was there a change to how text is stored at some point?

I've noticed that several entries have artifacts from Unicode encoding issues (e.g. â„¢ instead of ) which affects certain symbols and all non-Latin language entries. I figure that there may have been some kind of transition at some point, as newer entries don't seem to have the issue.

Honestly, the main reason I'm asking about this is just simple curiosity, but I also would like to know if I should take any special care when using Unicode characters, or if the issue has been entirely corrected.

I've also noticed that non-ASCII characters just show up as question marks (?) on the Notifications page, though that doesn't really affect anything important (as far as I am aware).

Sometime in 2015 the database was only on ASCII and was updated to support UTF-8. Old entries or fields that had corrupted info prior to the conversion were not updated with the correct text.
