It isn't. They have the same name because we do not have enough information to tell the two apart. See here:

Bayonetta: pack-in games are allowed to be separate entries. So this is fine.
Sonic & All Stars Racing Tranformed: 43418 does exist, as a release without the "Bonus Edition" banner. How it was released or with what, I do not know. However it is in the minority for the population for those games, I believe that most people should have Bonus Edition in their collection but chose to have the regular one instead. But that is their choice.
