Un-sure on how to list dev cartridge

Hey guys.
I just got this online for a bit more then what I wanted to pay but I got it anyway and I'm just wondering what I should categorize it under in the database. It is a game but it's also a dev cartridge so not sure if it should be put under games, hardware or accessories. Any help is appreciated. Thanks in advance :)

Sega Mega Drive [EU] will be the best category in my opinion.
