PS1 by far.  Sure, the SNES had some iconic and amazing RPG's but most of them went on to have their even more amazing sequels on the PS1.  And after the PS1 made gaming more mainstream than ever before along with the (like it or not) juggernaut that was FF7 making JRPG's more mainstream than ever before...  You end up with the PS1 luring in more gamers, more publishers were willing to bring RPG's across the ocean to us, and thus the PS1 brought us RPG nirvana for a time.  You can nit pick over what games from what system were better but over all the PS1 has to be the winner.

That's a very difficult question. I think PS1 had more RPGs but SNES althought with less had best titles. Chrono Trigger, FFVI, Secret of Mana and Breath of Fire II are incredible since today.
