Can an American PS4 play a Japanese PS1 game?

So I'm slowly updating my VGPC stuff in reverse order, I'm at PS4 right now and I went from $40k to $50k and I haven't even gotten to PS1/PS2 where like 17% of my collection sits which is mostly complete.

I found my answer. PS1 games are still region locked, even on a PS3.

Oh, I was supposed to type PS3.

Oh, still no.  The region coding is on the disc for PS1/PS2 and they need the correct bios to decode it, an American PS3 is only going to have the American bios for PS1/PS2 (Assuming BC for the PS2)

Jeezus christ, this is a product that nobody asked for. I'd rather wait and get a cheaper price for a used New 3DS ( which is better build quality most likely) than this, especially with that hinge design.

I don't get what the complaints are about, I dig this.  I don't use 3D and can't see 3D (lack of depth perception), so that doesn't bother me.

I think it looks pretty sleek.  I might buy one.

The spin off spin off spin off nature of it is kind of funny, I'll give you that.

Anybody else getting carrier delays on USPS shipments lately?  Every single thing I've ordered that has been shipped USPS has been carrier delayed over the past week or so.
