It was unlicensed and developed by Tengen for the NES.
There were other shooters of similar caliber on the NES. One of my favorites is Sky Destroyer (Famicom).

Shinobi wasn't too bad either on the NES, except for the garish/terrible color palettes they used.  The NES just couldn't do vibrant colors like the SMS could.

Tengen also did a port of Tetris for the NES that was different from the NA version. The Tengen version was close to the arcade version.

They also released some games on TG-16, including After Burner II.
