It's not. There are ways to play it in English but it would require some messing with your PS3.

There are also some scripts and guides available.

Or if you know enough Japanese to get by, then you're good to go.

Personally, I wouldn't call it inferior. Tales of Vesperia is already packed to the brim with content. The PS3 version just adds more to it, which happens to be awesome.
