I couldn't find anything in the Style guide referring to this. 

We have several "Not For Resale" items in the database that are in similar situations (Many N64 games come to mind) that were never available individually at retail, but we allow it.

But on the same note we have situations where we reject listings because it's not the way the item was sold at retail.

It is allowed as a pack-in item, that is what mastafalik is referring to.
