Nightshade (An otoge about the Kouga and Iga ninja clans after their merger, but the romance is a bit light in many of the routes.)

I second this, Shenmue 1's Yokosuka is one of the most charming environments I've ever experienced within a game. The attention to detail with interactive NPC's is still to this day unmatched - Each NPC having their own back story and schedule for thin-game day. Also just being able to ask the NPC's questions that change depending on your story progression is so surprising - 90% of the time every NPC has an answer for the present story event at hand - The amount of dialogue recorded is astounding.

Shenmue II goes much further into chinese lore/mythology and is a blast to explore. While the NPC's lack  the detail noted in the 1st game there is still plenty of interaction to be found.

Same with Shenmue III, while it lacks progression in narrative the settings and NPC's are very well made.
