Or how about people that list a bundle of, say, ten games, and there's not a single good one in the lot because they're all either shovelware or commons, and they price it between $60-100?

Can't help but chuckle every time I stumble with one of those.

You'd have to be crazy to think that a strategy guide is worth that much...or that someone is going to spend that much on one (and by that I mean someone sane, of course).

I've read a bit about this recently, some are speculating it's because of the hangtab and the immaculate condition, but a lot of people think it is a non paying bidder.

It's a little high.  Full market value is about $325.  There's some some good stuff in there, but not enough to get $400
