By art, do you mean cinematic and/or gameplay graphics?  From my collection and gameplay experience, ones I would recommend are:

Atelier Iris: Eternal Mana
Grandia II
Growlanser series
Kingdom Hearts series
Mega Man X Collection
Odin Sphere
SkyGunner
Ys: Ark Of Napishtim

Games that I don't have but could refer:

Dokapon Kingdom
Dragon Quest VIII: Journey Of The Cursed King
Dual Hearts
Ephemeral Fantasia
Fullmetal Alchemist series
Magna Carta: Tears Of Blood
Musashi: Samurai Legend

There are a few (2 or 3?) One Piece games too! I'd suggest you start by looking at games from Japanese developers, that would help look in the right direction :)

Disgaea Hour of Darkness is also quite good, and it offers the FANTASTIC art of Takehito Harada. Might not play to everyone's taste, but his work is a huge personal inspiration. Sampler image:



Also +1000 for Persona 4. If I could pick a favorite JRPG that'd probably be it.

Saint Seiya: The Sanctuary. Fun fighting game and won't kill your wallet to buy like a lot of Japanese PS2 games will

I looked up a bunch of PS2 games recently, but instead I discovered the long-running manga/anime series called 'Lupin III', which happens to have a single game released on the PS2 in Japan and North America.
