Publisher:  Atari Compendium

I can only find info relating to this with that company on this website, which shows it as Activision.
https://www.ataricompendium.com/game_library/classifieds/carts.html

Sorry, I completely forgot that I requested this.

So, in this case, here are two links which may help.  The first is from Atari.io user Scott Stilphen made in 2018 offering the cart for sale.  I believe Scott also operates Atari Compendium:

https://forums.atari.io/topic/3811-atari-vcs2600-bloody-human-freeway-cartridge/

The second is an archived copy of Atari Compendium's product page for Bloody Human Freeway.

https://web.archive.org/web/20191123021747/http://www.ataricompendium.com/game_library/classifieds/bhf/bhf.html

Both pages have pictures of the identical items.  So, after rereading this post, I guess the publisher could be either Scott Stilphen or Atari Compendium, a fielder's choice if you will.  There are also a couple of other homebrew/protos offered by Atari Compendium:  Arkyology, Meltdown, and a special version of Space Chase.

I don't think an item of this type can have a publisher. If I understand, this is a ROM that was found and put onto a cart with a custom label and sold online but not in a retail setting. In this case, there is no agreement between the developer and the person who sold it and thus this item has more in common with a bootleg cart than with a self-published game.

IMO yes. This is a homebrew game that the developer put onto a cart and made a custom box for and is basically self-published. The company name is what is printed on the box for this release

To give a little background, Talvisota 75, https://www.vgcollect.com/item/272548, is an original game written and self-published by Wolfgang Kuhmann (AKA donnerkuh on AtariAge) using "donnerkuh homebrew" as the publisher.  Kuhmann subsequently licensed this title to Good Deal Games in what appears to be a cart only release,  https://www.vgcollect.com/item/272547.  I have e-mailed Good Deal Games to get an idea of what is included in their version of the game and will edit the entry/entries with any pertinent details that will help to distinguish between the two releases
