publisher AND developer: UMC (United Microelectronics Corporation)

We're going to need a reference on this one. UMC manufactured the Gamate after Bit Corp and also games, but I see no indication that they were actually a Developer or Publisher.

Only thing I can say about this is, that the first Publisher Bit Corp. ceased its activities by late 1992, giving up the patents to UMC, whom from then on continued to publish already existing Bit Corp. titles as well as publishing new games in 1993 to 1994.
In this specific case the total absence of any Bit Corp. related stuff on the box (the newer box design) as well as the late serial-number indicate that this title was already published entirely by UMC. Another indicator for UMC to be the actual developer is, that this game features no third-party developer credits or anything in the software itself, which collectors say indicates an in-house development, which in this case (release by 1993) means it was developed internal within UMC ...

... those are the informations available to me on this subject - if this isn't enough, then I'll leave those fields blank until better verified information is available.

pls let me know - thanks!

On the developer aspect, I would rather consider that to mean that the developer is unknown. The publisher also may be considered the same. I would say that for now to leave those options blank until some day there can be some confirmation. We'd rather have no information than wrong information. I don't particularly like the idea of guessing when it comes to these kinds of things.

Me neither. Agreed.
I'll let you know if my ongoing research leads to more sufficient confirmation on this.

The history on this system in general is quite mysitique and in fact some games aren't fully confirmed to even exist ... which makes research somewhat exciting though  8)
But as of today VGC can already boast itself of having the most complete accumulation of data available so far  :P

publisher: shouldn't mentor be shown as Mentor Interactive or is this one of those development "issues"?

Renamed mentor to Mentor Interactive under both Developer and Publisher.

Developer: Grumpyface

Note: Regarding this one, Grumpyface developed Steven Universe: Save the Light, while Capybara games did OK K.O! Let's Play Heroes. Which one takes priority?

Well we can only put one on there, so you just have to pick one. The one that you pick for the entry, you can put the other credit into description.
However, when it comes to something like this, it may be that we would want to indicate the developer of the part of the software that both of these games sit on. I don't know how the actual game data is constructed or how the UX is. For example, does this game boot into a menu first and you can pick which game to play?
An analogy to this would be compilation games that use a menu you can pick from many.  For example a situation like this:
https://vgcollect.com/item/10613
Williams Arcade's Greatest Hits, where the individual games are developed by Williams, but the menu system that you launch the games from was developed by Digital Eclipse.

Of course if you do not know who actually developed the underlying menu/software that these two games are launched from, or it isn't really known, then you can just do the pick one/document the other situation. If we do know who developed the launcher and it is different than the devs of the two games, we would want that dev in that spot, then you could put the devs of the two individual games in the description.

Developer:  Blake Leftwich
Publisher:  Salute Games

It appears that Salute Games was added as the developer instead of the publisher, please correct.  Also, this title was distributed, not published, by Good Deal Games thus the reason for the edit.
