Mega man x7 is more obscure than that. I didn't even know there was that many mega man games in the X series after X4.

Yeah, they really should have  done some dubbing for the voices in the English release. However, Saga was one of the last NA releases for the Saturn in april 1998,  and sega of north america did a quick port job of the game in three months from its japan release, and probably only focused on translating the script since the support for the saturn in America was pretty much ending and they just wanted to get it out there. If only there was a remake of the game, with those dub additions, now that'd be something I would buy.
