Sorry, I completely forgot that I requested this.

So, in this case, here are two links which may help.  The first is from Atari.io user Scott Stilphen made in 2018 offering the cart for sale.  I believe Scott also operates Atari Compendium:

The second is an archived copy of Atari Compendium's product page for Bloody Human Freeway.

Both pages have pictures of the identical items.  So, after rereading this post, I guess the publisher could be either Scott Stilphen or Atari Compendium, a fielder's choice if you will.  There are also a couple of other homebrew/protos offered by Atari Compendium:  Arkyology, Meltdown, and a special version of Space Chase.

I don't think an item of this type can have a publisher. If I understand, this is a ROM that was found and put onto a cart with a custom label and sold online but not in a retail setting. In this case, there is no agreement between the developer and the person who sold it and thus this item has more in common with a bootleg cart than with a self-published game.
